The Mission
The Ministry of Education and Higher Education is responsible for caring for public affairs in education in its public and private sectors, and managing public education, ensuring the availability and equality of educational opportunities, the quality of education, building a knowledge society, social integration, and economic development.
The Ministry is also responsible for supervising the continuous development of curricula in a way that is commensurate with the citizen’s own capabilities and talents on the one hand, and the needs of society and the labor market on the other hand, provided that health, environmental, and population education are given the appropriate place in the curricula and their academic applications, and the necessary statistical studies are conducted to meet the needs of public schools. Education is available in Lebanon on the basis of equal opportunities, and is of good quality. It contributes to building a knowledge society, social integration, and economic development, based on the amendment to Article (49) of Legislative Decree No. 134 dated 6/12/1959, which states the following:
Education is compulsory in the basic education stage, and is available free of charge in public schools. It is a right for every Lebanese of school age for this stage.

The kindergarten stage is determined by three years of study, which is entered by anyone who has completed three years of age or who has completed it until the thirty-first of January inclusive of the academic year during which the child joins this stage.
Compulsory basic education until the age of 15 years. It is based on the principle of the right of every individual to obtain a quality education. Education provides equal opportunities for enrollment, academic follow-up, and success for everyone, including students with special educational needs.
The educational system provides adequate measures to care for students with special educational needs, by providing the educational, material and human supplies and resources required to enable them to develop their diverse abilities and integrate them with their peers. As well as providing them with opportunities to succeed in official exams by providing special centers and educational and human resources to help them. Law No. 220 regarding the rights of persons with disabilities, which was issued in 2000, affirmed in Article 59 the right of persons with disabilities to education, meaning that the law guarantees equal opportunities for education and learning for all persons with disabilities (children and adults) in all educational and learning institutions.
Improving the performance of educational administration by modernizing it and introducing the Educational Information Management System (EMIS).
The Ministry succeeded in automating the official examinations and it was tested in the two sessions of the academic year 2007-2008.
Public schools were provided with a computer and its accessories, with the aim of connecting these schools to the national educational information network, which is under preparation.
Educational development project financed with a loan from the World Bank in December 2009:

Based on the success of the project, the World Bank granted the Ministry an amount of one million US dollars to help it prepare the new educational project.
In order to put the educational sector development plan into practice, the efforts of the Ministry of Education, the Educational Center, and external funding sources, including the World Bank (WB), the United Nations Development Program (UNDP), the European Community (EU), UNICEF, and the United States Agency for International Development, joined forces. Criteria for selecting in-service managers to participate in the leadership development program have been established (August 2012). It also completed the nominal lists of directors who meet the conditions according to certain standards (from all governorates), December 2012.
In the School Development Program: Criteria have been set for schools that can participate in this program (August 2012). An explanatory document for it, its objectives and stages was completed, 20 schools that met the criteria were selected to launch the experiment, and finally the training material for the school development program was developed.
“Educational Development II Project (EDP-II), with the World Bank (loan worth 40 million US dollars)”:
He emphasized improving the quality of education and the educational environment in public education and kindergartens. He also focused on developing the administrative capabilities in the Ministry of Education and empowering it with governance.
The loan became effective on November 29, 2012.
One of its goals was to achieve good-quality education in its curricula, institutions, and outcomes, compatible with international and national standards, and contribute to building a knowledge society.
